Board Members

Cecil F. Dunn, Chair
 
Cecil DunnCecil F. Dunn was born and raised in Richmond, Ky.  He is a member of the Fayette County and Kentucky Bar Associations.  For over 46 years, he has served as attorney for nonprofit corporations and for-profit developers throughout Kentucky.  The sole purpose of these corporations and developers is to provide affordable housing for low- to moderate-income, elderly and disabled individuals; therefore, a strong housing expertise has been developed over the years by these associations. He has been involved in the development, organization and closing of all types of special needs housing.  He has served 11 years as a member and four years as chairman of the Advisory Council of the Federal Home Loan Bank of Cincinnati.  He has served as general counsel since 1984 and as special legal counsel to Kentucky Housing Corporation since 1993.  He is on the Recovery Kentucky Task Force.  He has been a member of the Board of Directors of the Lexington Center Corporation for 31 years, serving 23 of those years as chairman of the board. He is the current chairman.  He is also the executive director of the Hope Center Inc., a nonprofit that serves the homeless male and female population in Lexington.  He began as executive director in October 1995 and as CEO implemented strategic goals and objectives, gave direction and leadership toward the achievement of the organization’s philosophy, mission, strategy and its annual goals and objectives, and oversaw the board administration, program management, financial and facilities management, human resource management, community and public relations and fundraising.  Cecil resides in Lexington and is married with three children and nine grandchildren.

Lanola Parsons

Lanola ParsonsLanola Parsons is a known civic leader and business entrepreneur. Currently she is a self-employed owner and operator of a retail sales store, a partner in Hope Development Corp., owner of a commercial janitorial service, a leasing and rental agent, and also a property developer and builder.  Her experience extends over 30 years.  She also has expertise in management.  She was employed as secretary to the vice president of Eastover Mining Co., manager of several movie rental stores, owner of a retail clothing store, general manager of WFSR-AM radio and WTUK-FM radio.  Her civic duties include member of the Democrat Executive Committee, the Harlan Chamber of Commerce, first female member of the Harlan Kiwanis Club, served on the Kentucky State Infrastructure Authority Board and is a member of the Harlan Church of Christ. She is a graduate of James A. Cawood High School and attended Cumberland College.  Parsons is married with one daughter and resides in Harlan. 


Lindy Karns


Mary Melinda “Lindy” Karns is a certified public accountant specializing in taxation issues. Initially, Karns was employed by Arthur Young and Co. and Houston, Deloitte Haskins and Sells of Lexington, before she starting her own firm Dulworth Breeding Karns & Pleasants LLP in 1989 in Lexington. Lindy was born in Fairfield, Iowa and graduated from Corbin High School (Kentucky). Karns is a graduate of the University of Kentucky (Bachelor Arts – English Literature) and the University of South Carolina (Masters – Accountancy). She taught at both of her alma maters, as well as Eastern Kentucky University graduate and undergraduate classes. As a Kentucky resident from 1969-1978 and 1985 to present, Karns has been a community activist. She has served as a former treasurer and chair of the Audit Committee, United Way; treasurer of the Salvation Army; treasurer  of Kentucky Executive Mansions Foundation; president, Chrysalis House; treasurer, Divine Providence Inc.; board member, Kentucky Equine Humane Center; board member, Economic Development Partnership Board; Leadership Committee, Frontier Nursing University; KYCPA tax committee member and member of the Board of Directors; 2012 chair of the American Heart Association Go Red for Women Luncheon; Blue Grass Community Foundation; board member treasurer, First Saturday in May Inc.; and treasurer, Beshear Mongiardo and Beshear Abramson campaigns. Karns is married and living in Lexington.
